U.S. Panel Has Sided With Scholars Over Release of Classified Documents

A federal appeals panel has, in the vast majority of cases, sided with researchers seeking access to classified documents from federal agencies, the government said in a report last week.

The Interagency Security Classification Appeals Panel, which was created by a 1995 executive order by President Clinton, has ordered agencies to release 81 of the 96 documents it has considered.
