U.S. Education Dept. Accused of Stacking the Deck on a Controversial Rule

Some education groups that were not invited to sit on a panel charged with making recommendations on how to revise federal student-aid regulations are accusing the U.S. Department of Education of stacking the deck in favor of changing a rule that affects distance education.

The department convened the panel of education officials in January to recommend whether to change a rule that requires colleges that don't operate under a se-mester, trimester, or quarter system to deliver 12 hours
