U. of Texas Scholar Is New Head of Grant Fund
The Education Department has named a new director for its Fund for the Improvement of Postsecondary Education, a small grant program widely praised for financing innovative projects at universities. He is Kenneth W. Tolo, 59, who retired in August as a professor at the Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin.
Mr. Tolo's scholarship has included work on equity issues in education and employment and on civic education. He
