U. of Pennsylvania Scales Back Outsourcing Agreement

Two years after contracting out the management of all campus buildings, the University of Pennsylvania is retaking control of them from the Trammell Crow Company, scaling back one of the most closely watched experiments in outsourcing university operations.

Penn officials last week were quick to point out that the university will continue to work with the Dallas-based company, but both Trammell Crow and Penn will take a financial hit.
