U. of California and Cal State Systems Scuffle Over Doctoral Programs
California's two public-university systems are once again butting heads over doctoral degrees.
Under the state's master plan for higher education, the University of California has the sole authority to offer doctorates. But officials of the California State University System argue that it, too, should be allowed to offer such degrees in certain high-demand professional and clinical fields.
