Tuition Is Not Going Up at All Institutions

To the Editor:

I was disappointed to see your September 22 article "Tuition Surges at Public Colleges After Years of Modest Increases." ... That is hardly a balanced picture of the current situation facing public-university students across this country.

What you did not report were the freezes on tuition this fall at many public four-year campuses -- for example, the 9-campus University of California, the 23-campus California State University System, the 17-campus State
