Tribal Colleges Reach Beyond the Tribe
As the institutions struggle with the cost of educating non-Indian students, a handful of states — like North Dakota — are helping out
Dawn M. Stein's only real chance at higher education was Turtle Mountain Community College, a tribal institution in Belcourt, N.D., population 2,440.
Like a lot of Turtle Mountain's students, Ms. Stein had limited financial means and was tied to the area because of family commitments.
