Transfer Credits and Accreditation

If an institution has regional accreditation, can we assume that the quality of education received by a transferring student from that institution is of sufficient quality that the student does not require any examination ("U.S. and Accreditors Reach Impasse After 2nd Negotiating Round," The Chronicle, April 6)?
