Toward a Better Law on Campus Crime
College administrators -- like parents, students, and policymakers -- want their campuses to be safe and secure. But to read recent news reports about crime on campuses, you would think that colleges are indifferent to security -- interested only in projecting a bucolic image while they provide a safe haven for criminals and ne'er-do-wells.
