To Ease Budget Crunch, Public Universities Seek Freedom From State Controls
Faced with dwindling state appropriations, public universities in Colorado, South Carolina, and Texas sought more control over their financial affairs during this year's legislative sessions. The results were mixed, but with the budget outlook grim in many states, college administrators in Wisconsin and elsewhere are planning to push their own proposals to gain operating flexibility next year.
