The True Costs of Research
To the Editor:
"The Ghosts of Stanford," by Jeffrey Brainard (The Chronicle, August 5), was exceptionally well researched and balanced, both technically and politically. The article accurately referred to average indirect-cost rates of 52 percent.
The article could have been improved by adding a discussion about net recovery of indirect costs to universities, in addition to referring to approved rates. Federal agencies do not consistently reimburse indirect costs at the approved
