The Public Purposes of Public Colleges

In response to draconian cuts in state appropriations, several public universities are forging new relationships with their states. Colorado has adopted a voucher system that gives students direct stipends toward tuition payments. Miami University, in Ohio, has raised tuition to private-college levels while promising to offer scholarships to all resident students.
