When the Board of Trustees of the Community College of Allegheny County was looking for a president two years ago, the 34,000-student institution was under a lot of pressure. Its state appropriations and enrollment were declining, its four campuses were pitted against one another and fighting over territory, and the local community was leaning on it to help revive an economy that had been in trouble
