The New Scientific Publishing Wars
This spring, Harold E. Varmus, director of the National Institutes of Health, proposed the creation of an Internet archive of papers by researchers in the biological sciences and medicine, to be called E-biomed. The N.I.H. has recently modified the proposal, in response to critical comments from many sources, and has changed the name to PubMed Central.
