The New 'Foreign Policy': Spiced Up, but Still Leavened With Insight

Washington's foreign policy establishment is not usually known for its sense of humor. But last fall's strikingly commercial appearance of the relaunched, glossy, and full-color version of that rather staid old quarterly Foreign Policy provoked a number of jokes that had the diplomatic cocktail set rolling in the aisles.
