The Dangers of a New Law Requiring Scientists to Make Their Data Public
In our perennial efforts to affirm a famous Shakespearean line about human nature -- "Lord, what fools these mortals be!" -- we often try to fix a grievance with a solution that sounds right upon a superficial first hearing, but that turns out to engender consequences precisely opposite to the stated intent. I am reminded of a ditty from my childhood:
Ma and Pa went to the circus.
Ma got hit
