Texas Fines Distance-Learning Institution as Diploma Mill
The Texas commissioner of higher education has fined a distance-learning institution, the Center of University Graduate Studies Graduate College, $213,000 after concluding that it lacked authority in Texas to grant degrees or call itself a university.
The fine represents a $3,000 violation for using "university," which the state regards as a "protected term," and 42 $5,000 violations for offering master's and doctoral degrees without authority from the state.
