Syracuse U. Gets a New Chancellor and President; Canadian Political Philosopher Heads to U. of Texas

GOING HOME: Nancy Cantor, chancellor of the University of Illinois at Urbana-Champaign, is leaving the political and financial challenges of public higher education behind and will lead a private institution with a solid $657-million endowment.

Ms. Cantor, 51, will become chancellor and president of Syracuse University this summer. She will succeed Kenneth A. Shaw, 65, who will step down in August after 13 years at the helm. He plans to take a year's leave of absence and then return
