I am writing to express my concern about the essay by Robert H. Atwell ("It's Time to Teach Congress About the True Value of Student Aid," Point of View, November 13). The article, unfortunately, contains many errors and distortions regarding federal support for universities and the funding for student aid. It also misrepresents the way in which Congress deals with both the National Institutes
