The Philadelphia-based U.S. Court of Appeals for the Third Circuit has halted enforcement of the federal statute known as the Solomon Amendment. That statute requires colleges and universities that receive money from various federal agencies to provide military recruiters the same access to students that other on-campus recruiters receive.
