Stem-Cell Bill Sent to President Bush

For the second time in less than a year, Congress has approved a bill that would expand federal support for stem-cell research despite President Bush's promised veto. The House of Representatives sent the bill to Mr. Bush this month by a vote of 247 to 176, well short of the two-thirds majority required to override a veto.
