States' Savings Plans for College Tuition

Your April 14 article "Boom in Savings Plans Is Changing the Way Families Pay for College" accurately described the growth in state- sponsored savings plans for college tuition. It should be recognized, however, that -- although most programs can be used for either public or private institutions -- families widely perceive the programs to be a method of saving for public, not private, higher education.
