States Are Flush With Cash, but Colleges Face Competition for the Money
Every state but one projects a surplus; prisons, roads, and tax cuts all vie for funds
Times are good for the states. After years of lagging revenue and budget cuts, states are beginning to bring in more tax dollars, but higher education is just one of many areas on which lawmakers may spend that money.
A recent survey by the National Conference of State Legislatures showed that revenue in all states but Rhode Island was above the projections for the 2006 fiscal year, which ends
