STEM-CELL FIGHT: The Republican majority that dominates Wisconsin's Assembly voted last week to bar companies that experiment with new lines of embryonic stem cells from receiving tax credits for research and development. The Assembly voted 60-36, along straight party lines, to amend a bill establishing the tax credits to preclude them from going to companies that work with new stem-cell lines that have not been approved for use by the Bush administration. The state Senate has not yet voted
