VETO THREAT: Bill Owens, governor of Colorado, a Republican, is threatening to veto a plan that could increase tuition at some state universities by as much as 45 percent. The General Assembly's Joint Budget Committee approved a plan this month raising tuition by 9 percent. But the cost of attending some branches of the University of Colorado and Colorado State University Systems could go higher because the committee also voted to allow colleges to raise to 12 the maximum number of credit
