BOND DEAL: Gov. Brad Henry of Oklahoma has reached an agreement with legislative leaders on a plan to finance $500-million in construction on college campuses. The plan, announced by the Democratic governor last week, calls for the state to issue $475-million in bonds for college construction, to be paid off mainly with lottery proceeds.
