STEM-CELL RESEARCH: Gov. Mitt Romney of Massachusetts, a Republican, has told the state's Democratic lawmakers that he opposes the creation of new human embryos solely for the purpose of scientific research, a process known as therapeutic cloning, and may propose a state ban that would affect several institutions, including Harvard University. Mr. Romney said research on embryonic stem cells in the state should be allowed on existing stem-cell lines, a view that would bring the state's policy
