PERCENT PLANS: No legislative changes will be made this year in the Texas law that automatically admits the top 10 percent of graduates from each high school in the state to public universities. Legislators have announced that proposals to change the law are dead for this legislative session, meaning that the law will remain as it is for at least two more years. Critics of the law argue that its beneficiaries are crowding out other strong students at the state's flagship
