ADVICE ON APPOINTMENTS: Gov. Mark R. Warner of Virginia wants to cement into place a nonpartisan panel that screens potential candidates for public colleges' governing boards and advises governors on their appointments to such positions. Mr. Warner, a Democrat, had created such an advisory panel for his own administration through executive order, but he now wants the entity to be written into law. He hopes to bring the change about through an amendment to a bill, which he supports,
