State Spending on Student Aid Spiked 12.6% in 1999-2000, Study Finds
State spending on student aid rose by 12.6 percent in the 1999-2000 academic year, one of the largest such increases in two decades, according to an annual survey.
States awarded a total of $4.15-billion in grants and scholarships to college
