State Referenda Related to Higher Education
Arkansas
The Higher Education Savings Bond going before voters in a December 13 special election would authorize the state to borrow $250-million. Of that sum, $100-million would be used to retire existing bonds with higher interest rates, and $150-million would be divided among 32 state colleges for construction and improved technology.
California
Initiative 76 would amend the state Constitution to create additional spending limits on top of those in place since 1979,
