TUITION DISPUTE: Gov. Bill Owens and the Colorado Commission on Higher Education are asking the state legislature's Joint Budget Committee to cut the University of Colorado System's budget by $13.8-million after university regents voted to raise in-state tuition by 28 percent. Governor Owens, a Republican, and commission members say regents violated an agreement reached earlier this year to limit tuition increases. But university officials dispute that they broke the agreement. They say that
