MARYLAND STEM CELLS: Gov. Robert L. Ehrlich Jr. of Maryland has said he will sign a bill, passed by the state's legislature last week, that would establish a $15-million fund to further stem-cell research. The bill would establish the Maryland Stem Cell Research Fund and allow the governor to request an appropriation for it in his annual budget proposal.
