STUDENT-LOAN SUIT: The attorney general of Missouri has sued to block the state's student-loan agency from selling its assets because the plan was crafted in private, in violation of the state's open-meetings law. Jeremiah W. Nixon has asked a circuit court to strike down a January decision by the agency's board that authorized the sale of $2.4-billion in loans to pay for college scholarships, university building projects, and endowed professorships.
