STAYING PUT: Gov. Brad Henry of Oklahoma has vetoed legislation that would have taken tuition rate-setting authority from the State Regents for Higher Education and given it to the State Legislature. Governor Henry, a Democrat, said the measure made a major policy change with little study or discussion and deviated from the agenda of a special session called to craft a budget for the 2007 fiscal year.
