LOUISIANA VOTE: Louisiana voters approved a ballot referendum last month that will allow the state's universities to invest in stocks a portion of the public funds they receive for endowed professorships and chairmanships. Until now, the state Constitution did not allow the money — which comes from a state trust fund financed by oil and natural-gas drilling in the Gulf of Mexico — to be put in stocks.
