GRADUATION INCENTIVES: Tennessee high-school graduates who have scored at least a 19 on their ACT tests would be able to attend the state's community colleges at no cost, under a plan that Gov. Phil Bredesen, a Democrat, has proposed. The governor suggested the idea, which he planned to ask the General Assembly to consider next year, as one way to try to increase the state's high-school graduation rate and provide students more incentive to stay in school.
