CONSTRUCTION PROBLEMS: Connecticut Governor M. Jodi Rell has signed legislation that expands the state government's oversight of construction projects at the University of Connecticut. The law requires the university to hire independent auditors and to establish a committee to assess how well its practices conform to state building guidelines. In addition, the law requires all projects of $500,000 or more to be open to public bidding. The university is in the midst of a 20-year expansion
