State Dept., in Reversal, Backs Separate Bureau to Oversee Academic Exchanges

Secretary of State Madeleine K. Albright no longer supports a plan to combine the academic-exchange and public-relations functions of the United States Information Agency when it becomes part of the State Department later this year.
