The following figures were compiled by James C. Palmer and Sandra H. Gillilan of Illinois State University. The statistics show changes in higher-education spending over the past year. Some may be skewed in states that have biennial budgets; those states are marked with an asterisk. The researchers, who previously focused on two-year changes in state appropriations for institutions, changed their methodology to more precisely gauge short-term fluctuations in support.
