Spending Bill Passes House; Senate Delays
The fate of a $373-billion spending bill for the 2004 fiscal year remains uncertain, as U.S. Senate leaders last week postponed debate on the legislation until senators return from break in late January.
The legislation, known as an "omnibus bill" because it encompasses the budgets of 11 government agencies, would raise spending on the National Institutes of Health by $1-billion, to $27.9-billion, but would keep the maximum Pell Grant at $4,050, the same level as in the 2003 fiscal
