Spending Bill Contains Millions in Earmarks for Job Training

Despite a promise by Democrats to cut back on the practice, colleges and universities are set to receive millions of dollars in earmarks under the appropriations bill for the current fiscal year that the U.S. House of Representatives passed last week.
