South Dakota's Version of Proficiency Exams

I am writing in response to the statement that the Massachusetts Board of Higher Education will ask its public colleges to "require students to pass general-education examinations in order to graduate" ("Massachusetts Asks Public Colleges to Require General-Education Exams," September 25).
