When William J. Janklow, a Republican, campaigned in 1994 to become Governor, he said one of his priorities was to keep students in South Dakota after they graduated from college.
But after taking office in 1995, he proposed eliminating scholarships that were designed to encourage South Dakota's brightest students to enroll in South Dakota's public colleges.
