South Dakota Governor Proposes Scholarships for Non-Smokers Only
Warning: Smoking or chewing tobacco may pose a risk to your college-going plans.
That, at least, is the message that Gov. William Janklow of South Dakota is trying to convey by proposing a new college scholarship program that would be off-limits to students who use the demon weed.
