South Carolina Panel Criticizes College-Financing Law
A much-watched South Carolina law that ties all state aid for public colleges to performance has not improved the institutions nearly as much as its sponsors envisioned, according to a report released last week by a legislative panel.
Although the 1996 law calls for 100 percent of each institution's state appropriation to be tied to how well the college meets certain standards, as a practical matter only 3 percent of state funds for public colleges are distributed based on performance,
