Some Public Universities Opt Out of Program for D.C. Students
About 200 Washingtonians who had been planning to use a new federal aid program to help them attend public colleges across the country have been told they can't do so yet.
That's because about 25 public universities have declined to participate in the program thus far because they believe the District of Columbia's rules governing the program are too intrusive. Among the protesting institutions are some campuses of the State University of New York and the Universities of California,
