Some Guarantee Agencies Say Discounts Harm Loan System

Direct-loan supporters are not the only ones wringing their hands over the outbreak of rebates in the guaranteed-loan program. A small group of guarantee-agency leaders is warning colleagues and the U.S. Education Department that the rush to discounts could weaken the entire guaranteed-loan program.
