Shootings at a University in Azerbaijan Leave 13 People Dead, Including the Gunman

A gunman shot 12 people dead at a university in Azerbaijan this morning before turning his pistol on himself, Agence France-Presse and other news agencies reported. The gunman was not a student of the university, the Azerbaijan State Oil Academy, and his motive was unknown. News reports described him as a jobless person of Azeri descent who had recently come to Azerbaijan looking for work.

The gunman entered the building in Baku, Azerbaijan’s capital, shortly after classes began this morning and “shot at everyone he saw” while climbing stairs to the sixth floor, AFP reported, quoting a statement from the former Soviet republic’s interior ministry. Besides the 12 people he killed, 13 others were wounded. The victims included professors and students.

The century-old State Oil Academy is considered a leading international institute for training oil-industry specialists, according to AFP. It lists Georgia State University, in Atlanta, among its international partners. Georgia State helped it establish master’s and bachelor’s programs in business administration to assist in Azerbaijan’s transition to a free-market economy. —Charles Huckabee
