Shifting the Burden of Malpractice Insurance
To the Editor:
"The Malpractice Menace" (September 19) makes little mention of possible solutions to the problem except putting caps on payments for pain and suffering. We should consider another possibility: putting the entire burden of malpractice insurance on the patients. We could permit insurance companies to sell policies directly to patients for specific medical procedures, performed by specific physicians or at specific hospitals, with face values selected by patients --
